The idea is by having a separated GTA V folder. One is for playing online which you have to keep it clean and the other is for playing a single-player where you can install as many mods you want. To play the game, you have to rename one folder to Grand Theft Auto V. Steam will ignore any folder other than that name. Check out the examples below.
First, disconnect your internet connection. Then launch the GTAVLAUNCHER as usual. It will then say there's no internet connection and will have a choice, Exit, Retry, and Offline mode. Choose Offline Mode. Once in game, you can re enable your internet connection and GTA V will not auto log back in as far as I've seen. [deleted]

Just to let everyone know (that cares) the reason why I'm hesitant. Unless I know a version (be it RGL or Steam) allows for offline play, I don't want to purchase it because yes, Rockstar has a proven track record of providing quality games, so I wouldn't put them in the same bin as EA, that closes down the servers for online parts of old games.
If you purchase digital games downloaded from Xbox Live, make sure your licenses for the games are upto date on the console before you play offline. Otherwise you will be fine for most games. Disc games should work offline with no issues. Games like GTA & online only games will only work while online.
To play the game on PC, you need only buy a copy of GTA V, either from Steam or the Epic Games Store. Every copy of the game comes with Online, and can be played without any extra purchases. Every copy of the game comes with Online, and can be played without any extra purchases.
